SFPD Make Arrest in Twin Peak Robbery Homicide (17-113)

On Sunday morning, July 17, 2017 at approximately 7:56AM, a jogger running in Twin Peaks reported hearing a gunshot and encountered a male victim lying on the ground. The jogger administered CPR to the victim. A marked SFPD unit responding to the scene summoned medical aid. The victim, 71 year-old San Francisco resident Edward French, was transported to a hospital where he was unfortunately pronounced deceased. Investigators determined that French had been shot during a robbery in which the suspects stole a camera.

On July 28, 2017 at approximately 10:19AM, an armed robbery took place at St. Mary’s Cathedral Square at Geary Boulevard and Gough Street. In this case, a 53 year-old male and a 33 year-old female victim were robbed of their camera and wallet at gunpoint. Investigators from SFPD’s Northern Station Investigation Team (SIT) developed information that led to the identity of the suspects in the St. Mary’s robbery.

During that investigation, Northern Station Investigators and Homicide Detail Investigators developed additional information that identified the suspects in the homicide of Edward French as the same suspects in the robbery at St. Mary’s.

On August 3, 2017, Fantasy Decuir, a 20 year-old San Francisco resident, was charged with robbery and conspiracy. Lamonte Mims, a 19 year-old resident of Patterson, California was charged with robbery, conspiracy, being a convicted felon in possession of a firearm, carrying a concealed weapon in a vehicle, and committing an offense while out on bail or while released on his own recognizance from a prior offense.

On August 7, 2017, Decuir was charged with homicide, robbery and use of a firearm in commission of a crime. Mims was booked for homicide, robbery and being a principal of a crime and using a firearm in the commission of a felony.
