REWARD $10,000 Homicide Victim Herbert Bell The Office of the Mayor has authorized a $10,000 reward for information leading to the arrest and conviction of the person(s) responsible for the homicide of Herbert Bell. On Friday, 09-21-2007, Mr. Bell was shot and killed while he was driving westbound on Jerrold Avenue. Information received from anonymous sources identified 2 Black Males driving a silver vehicle.
