Mission District Armed Robbery Investigation Leads to Officer Involved Shooting 18-035

(Update – Names and Booking Charges of Suspects)

On March 6, 2018 at approximately 10:36 PM, uniformed San Francisco Police Department officers in a marked police car were flagged down at 20th and Capp Streets by two victims of an armed robbery.  The victims provided the officers with a suspect vehicle description.  Shortly thereafter, officers located the suspect vehicle, a black Honda Civic, on Capp Street between 21st and 22nd Streets and ordered the suspects out of the car.  The driver complied and was detained.

The officers noticed that the vehicle’s trunk was ajar and saw a second suspect in the trunk. While attempting to detain the second suspect, an officer involved shooting occurred. The officers ordered a third suspect from the vehicle and detained her.  Officers removed the suspect from the trunk, administered medical aid and summoned an ambulance.   Unfortunately, despite lifesaving efforts, the suspect was declared deceased on the scene.

Investigators determined that probable cause existed to arrest the two other suspects in the car for the robbery that occurred near 20th Street and Capp Street.  Victor Navarro-Flores, age 19 and Christina Juarez, age 18, both of San Francisco, were booked into San Francisco County Jail on March 7th.  They were each charged with two counts of robbery and one count of conspiracy. Due to pending identification matters, their booking photos will not be released at this time. 

This is an active and ongoing investigation in the early stages. Several separate investigations are being conducted by the SFPD Homicide Detail, the San Francisco District Attorneys’ Office Independent Investigation Bureau, the San Francisco Department of Police Accountability, the SFPD Internal Affairs Division and the Office of the Chief Medical Examiner.

Additional information will be released as it becomes available. As part of our commitment towards transparency and accountability, a town hall meeting regarding this officer involved shooting will be held within ten days.

A handgun was located in the trunk of the vehicle.

The two robbery victims were transported to Mission Station for interviews.
