San Francisco Police Make Arrest in Firearms, Explosives Investigation 21-051

On February 21, 2021 at approximately 10:05 PM, San Francisco Police officers from Southern Police Station responded to the unit block of Stillman Street regarding a report of a shot fired.  Officers determined that the victim, a 42-year-old male was in the process of repossessing a 2017 Mercedes Benz when he heard a loud noise.  The victim turned and saw the suspect holding a handgun. He then noticed a bullet hole in the driver's side door of the Mercedes. The victim was not injured. 

The suspect retrieved items from the car and entered his residence.  The victim continued to hook the Mercedes to the tow truck but then saw that the suspect was pointing an assault rifle toward him from the gated area of his building.  The victim disconnected the Mercedes, fled the area, and called 911.

Officers were not able to locate the suspect and impounded the Mercedes.

On February 23, 2021 at approximately 3:04 PM, SFPD investigators from the Crime Gun Investigations Center (CGIC) and Gang Task Force (GTF), along with special agents from the Bureau of Alcohol Tobacco, Firearms and Explosives (ATF) responded to the suspect’s residence to arrest the suspect and serve a search warrant.  When the suspect, 31-year-old Cameron Ybarra exited his residence, SFPD officers attempted to take him into custody.  Ybarra immediately resisted their efforts to take him into custody. He was armed with a handgun in his waistband.   SFPD members and ATF were able to take him into custody after a struggle.  

SFPD investigators and Federal agents served a search warrant at his residence and seized items including an assault rifle, privately made firearms (aka "ghost guns"), ammunition, magazines, body armor, a silencer, a "3D printer," other gun manufacturing items, fraudulent identification materials and suspected bomb making materials.  

A suspicious device was also located, and the apartment building was evacuated.  The SFPD Explosive Ordinance Disposal Unit (EOD) arrived and took custody of the item which was determined to be an explosive device. 

Ybarra was transported to a local hospital for treatment and later booked at the SF County Jail. He was rebooked on the following charges: Carrying a Concealed Weapon (25400(a)(2) PC), Carrying a Loaded Firearm in Public (25850(a) PC), Possession of Ammunition by a Prohibited Person (30305 (a)(1) PC), Discharge of a Firearm in a Grossly Negligent Manner (246.3 (a) PC), Possession of a Silencer (33410 PC), three counts of Felon in Possession of a Firearm (29800 (a)(1) PC), Assault with a Deadly Weapon/Assault Weapon (245(a)(3) PC, Possession of an Explosive Device (18715(a)(3) PC, and Resisting, Delaying or Obstructing a Peace Officer (148(a)(1) PC). 

Ybarra is on probation for a prior burglary arrest. He also has an open case in San Francisco Superior Court for a September 2019 incident in which he violently resisted arrest causing serious injury to an SFPD officer.  That officer has yet to return to full duty.
