San Francisco Police Arrest Fatal Hit and Run Suspect 21-001

On December 31, 2020, at approximately 3:58 PM San Francisco Police officers responded to a vehicle collision involving pedestrians at 2nd and Mission Streets. A gray Honda was traveling on 2nd Street towards Mission Street against a red traffic light and collided with a gray Ford traveling on Mission Street towards 2nd Street. The Honda collided with the Ford, which caused the Honda to strike two adult female pedestrians who were crossing the street in the crosswalk. Officers arrived on scene, immediately rendered aid to the pedestrian victims, and summoned medics to the scene. One of the victims succumbed to their injuries and was pronounced deceased on scene despite the life-saving efforts of emergency responders. The second victim was transported to the hospital for life-threatening injuries but later succumbed to their injuries and was declared deceased at the hospital.

The driver of the vehicle immediately fled the scene on foot while the suspect vehicle and the other vehicle that was struck remained on scene. Witnesses followed the driver who was seen entering a commercial building located on the 100 block of 2nd Street. An officer entered the building, was assisted by a witness, and followed the suspect inside the building. After a foot pursuit inside the building officers located the suspect and took him into custody.

The suspect’s vehicle was reported stolen out of Daly City, California on December 29, 2020. Investigators searched the vehicle and located a handgun with an extended magazine and suspected methamphetamine inside the vehicle.

The suspect, identified as Troy McAllister a 45-year old male from San Francisco is currently on parole for robbery. McAllister was booked into San Francisco County for driving a stolen vehicle (10851(a) CVC), possession of stolen property (496 PC), running a red light (21453(a) CVC), speeding (22350 CVC), two counts of hit and run (20001(a) CVC), two counts of voluntary manslaughter (192(a) PC), burglary (459 PC), resisting arrest (148(a) PC), driving under the influence (DUI) of drugs (23152(c) CVC), two counts of DUI causing injury (23153(g) CVC), possession of methamphetamines (11377(a) HS), possession of methamphetamines for sales (11378 HS), convicted felon in possession of a firearm (29800(a)(1) PC), and possession of a large capacity firearm magazine (32310(a) PC).

Southern Police Station officers took a report of a burglary at a restaurant located on the 200 block of Ritch Street that occurred on December 31, 2020, between 3:15-3:55 PM. Through the course of the investigation, it was determined that McAllister committed the burglary prior to the vehicle collision. An independent investigation of the burglary is being conducted by investigators. Investigators developed probable cause to arrest McAllister for the burglary and booked him for burglary (459 PC) and possession of stolen property (496(a) PC).
