US Attorney’s Office and San Francisco Police Department Announce Federal Charges Against Two East Bay Residents for Online Stalking and Exploitation of Underage Minors 20-126

Delaney Tang, of Oakland, was charged in a criminal complaint with Solicitation of Child Pornography and with Conspiracy to Commit Cyberstalking. His co-conspirator, Vincenz Sison, of Concord, was charged with Conspiracy to Commit Cyberstalking. Both defendants made their initial appearance today in Federal court in front of US Magistrate Judge Jacqueline Scott Corley.

In the fall of 2019, the Dean of Students for a San Francisco high school reported to San Francisco Police that several students had been extorted for sexually explicit videos and images through online social media platforms. The SFPD Internet Crimes Against Children (ICAC) Unit began an investigation.

The investigation determined that Tang had created dozens of social media accounts on various social media platforms using false names and false profile photos.

Tang would then allegedly reach out to dozens of underage minors, in some cases pretending to a minor himself, and would engage in chats with the victims. Once contact was made, Tang would then begin to ask for sexually explicit images and videos of the victims. If the victims refused, Tang would then allegedly use two means to extort them:

  • Using software or features on some of the social media platforms, Tang was able to figure out the approximate locations or addresses of where the victims lived. Using this information, Tang would intimidate and threaten to harm the victims if they did not comply with his requests.
  • Tang would also obtain photos of the victims through their friends or acquaintances and would make the victims believe that he had more compromising photos of them in order to further extort them.

Once Tang extorted the victims for several images or videos, he would then threaten to publicly post the images and videos of the victims if they did not produce more. In several cases, Tang actually posted the victims’ sexually explicit images and videos, which were then circulated at the victims’ schools.

In some cases, Tang used Sison to contact and harass the victims to produce more sexually explicit images and videos. Some of the victims were harassed and tormented for months.

During the investigation, investigators identified eight underage minor victims located in the San Francisco Bay Area, Northern California, and in Utah. The ages of the victims ranged from eleven to fourteen years old.

On September 25, 2020, SFPD ICAC investigators with the assistance of Homeland Security Investigations (HSI), the Oakland Police Department (OPD), and the Contra Costa County ICAC Unit served search warrants at Tang’s and Sison’s residences in Oakland and Concord.

During the search warrants, investigators found devices allegedly linked to Tang and Sison that contained sexually explicit images and videos of the identified victims. Investigators also located a cellphone that contained folders labeled with the identified victims’ names and that contained their sexually explicit photos and videos. The folders also included images and videos of at least thirteen unidentified victims.

On Tuesday, November 3, 2020, SFPD investigators and officers took Tang and Sison into custody. They were booked at Santa Rita Jail on Federal arrest warrants.

Investigators continue to work to locate the unidentified victims.

The case is being prosecuted by the U.S. Attorney’s Office for the Northern District of California. The prosecution is the result of an investigation conducted by the SFPD Internet Crimes Against Children (ICAC) unit with the assistance of Homeland Security Investigations, the Contra Costa County ICAC unit, the Oakland Police Department, and the Unified Police Department of Greater Salt Lake.
