SFPD Make Arrest in Homicide Investigation 19-023
On February 20, 2019 San Francisco Police were contacted by Sacramento Police regarding an individual in their jurisdiction who claimed to have participated in a murder in San Francisco. San Francisco Police investigators contacted the San Francisco Office of the Chief Medical Examiner (OCME) and determined that the body of the deceased, 23 year-old George Randall-Saldivar, had been recovered from San Francisco Bay waters on February 18, 2019 at approximately 4:40pm near 1600 The Embarcadero.
San Francisco Police homicide investigators responded to Sacramento and interviewed the subject who admitted to involvement in the murder and dumping the body in San Francisco Bay.
Through the course of an investigation, SFPD investigators determined that the location of the homicide was an apartment on the 1200 block of Market Street. Investigators also identified the second suspect in the homicide. On February 21, 2019 SFPD homicide investigators took Gerald W. Rowe, age 47 into custody at his apartment on the 1200 block of Market Street. Rowe was booked into San Francisco County Jail on the charges of murder, conspiracy, false imprisonment and kidnapping.
On February 27, 2019 Angel Anderson (aka David Anderson) age 36, of San Francisco was transported from the Sacramento County Jail to San Francisco and was booked into San Francisco County jail on the charges of murder, conspiracy, false imprisonment and kidnapping.
