If you are concerned about a homeless person in San Francisco, call the Department of Emergency Management (DEM) at 3-1-1 or email [email protected].

The 3-1-1 staff will talk with you to determine the appropriate City Agency or combination of Agencies to respond for services. DEM houses a “Healthy Streets Operations Center” (HSOC) staffed with representatives from the Police Department, Department of Public Works (DPW), Department of Health (DPH), and the Department of Homelessness and Supportive Housing (DHSH). The HSOC is operational Monday through Friday from 7:00 am to 4:00 pm
