Increased Security Measures Surrounding APEC Leaders’ Meeting 23-130

Increased local security measures will be in place in the days leading up to, during, and immediately following the Asia Pacific Economic Cooperation Leaders’ Summit in San Francisco Nov. 15-18.  

Vehicular, public transportation and pedestrian impacts should be expected in the downtown area around the Moscone Center, the San Francisco waterfront area, and the Nob Hill neighborhood.  

“While an event of this size will undoubtedly impact the people of San Francisco, the goal of the Secret Service and our law enforcement and public safety partners is to provide a secure environment while minimizing impact and inconveniences to residents and businesses,” said Assistant Special Agent in Charge Jeremy Brown, the U.S. Secret Service’s APEC Summit Coordinator.  

Residences and businesses inside the affected areas will generally be accessible. Drivers requiring access to residential and business parking lots and pedestrians visiting businesses or attending events within the closure area must enter at marked locations, show identification, and will be subject to search by law enforcement personnel. Please plan accordingly and expect delays throughout the week.  

The public should also expect parking restrictions. All vehicles parked in violation of the emergency no parking signs will be ticketed and towed. Restrictions will begin on Tuesday, November 14, at 10 p.m., and extend through Saturday evening, November 18.

All deliveries and services into the secure area must be completed prior to 8 p.m. on the night of Nov. 14. The security perimeter will be closed on Nov. 14 from 9 p.m. to approximately 6 a.m. for a security sweep. After the security perimeter is closed, commercial or delivery vehicles requiring access to a secure area must report to the U.S. Secret Service’s Remote Delivery Site/Commercial Vehicle Screening at Pier 27, 27 The Embarcadero, San Francisco, CA 04111 to undergo screening. This screening site will be open starting Nov. 14 at 8 p.m. and continue operations until November 18 at 10 p.m. All drivers must have a valid driver’s license rated for the vehicle they are driving. Upon completion of the screening process, all delivery vehicles will be sealed and must proceed directly to the security checkpoint. If they arrive at the checkpoint with a broken seal, they must return to the screening site for re-screening. All deliveries in the secure area are expected to occur in the overnight and early morning hours between 10 p.m. and 7 a.m.

We are committed to ensuring the safety of everyone in our city during the event and we are using every resource available to protect our city."  

Public transport services operated by the San Francisco Municipal Transportation Agency will also be impacted in the area around the event venues. The APEC Leaders’ Summit, which is part of the larger APEC Economic Leaders’ Week, has been designated a National Special Security Event by the Department of Homeland Security, a designation that is based in part on the event’s significance, size, and attendees. Designating an event as an NSSE allows for significant resources from the federal government, as well as state and local partners, to be used to ensure a robust security plan is in place.
