SFPD Locates At-Risk Kidnapped Victim and Kidnapping Suspect 23-132(a)

On Tuesday, October 24, 2023, officers responded to the 1100 block of Mission St. at approximately 1:30 a.m. regarding a report of a kidnapping. Officers arrived on scene and met with the father of 4-year-old, Fatima Abuzahra. The investigation determined that Fatima was taken from her home by a relative, Enas Birawi, without the father’s knowledge or consent.   

Investigators and officers followed up on every lead and continued a city-wide search for the victim and suspect. On October 24, 2023, at approximately 5:30 p.m. officers located the 4-year-old victim, the suspect, and the suspect’s 8-year-old son on the 1500 block of Lombard St. All appeared to be in good physical health. 

Officers assisted with reuniting the 4-year-old victim with her father as well as the suspect’s son whose custody was given to his father. Investigators are working with the San Francisco Human Services Agency and the Family and Children’s Services Division of Child Protective Services (CPS). 

Investigators developed probable cause to arrest Enas Birawi for the felony charges of kidnapping (207 PC) and child endangerment (273a PC).
