Police Commission - May 17, 2017 - Minutes
The Police Commission of the City and County of San Francisco met in the Mission District, James Lick Middle School, 1220 Noe Street, in San Francisco, at 6:06 p.m.
PRESENT: Commissioners Mazzucco, Marshall, Melara, Hirsch
ABSENT: Commissioners Turman, Hing
Commissioner Mazzucco welcomed the public and asked the Commissioners to introduce themselves.
ADOPTION OF MINUTES
- For meetings held January 2017 – May 2017
Motion by Commissioner Marshall, second by Commissioner Melara. Approved 4-0.
REPORTS AND ANNOUNCEMENTS
- This item is to allow the Chief of Police to report on recent Police Department activities i.e. Bay to Breakers, CIT Awards, and make announcements
Chief Scott addressed the public and talked about recent activities in the department including the 3rd Annual CIT Awards Ceremony. The Chief also talked about recent homicide arrest. He also talked about May as being Motorcycle Safety month. The Chief then talked about the upcoming Bay to Breakers. The Chief then gave a brief update on crime statistics.
DPA DIRECTOR’S REPORT
- This item is to allow the Director to report on recent DPA activities and make announcements
Acting Director Manny Fortes talked about the duties and responsibilities of the Department of Police Accountability. Acting Director Fortes introduced Sr. Investigator Carlos Villareal.

Commissioner Mazzucco spoke of taking part in a panel discussion hosted by the Bar Association to discuss policing and the state of policing in the US.
Commissioner Melara spoke of attending the CIT Awards Ceremony. She also talked about taking part in a meeting with the LEP group and Commander Lazar to look at some of areas that can be improved for the bilingual communities.
Commissioner Marshall spoke of attending the CIT Awards Ceremony and spoke of how impressive the ceremony was.
COMMISSION ANNOUNCEMENTS AND SCHEDULING OF ITEMS IDENTIFIED FOR CONSIDERATION AT FUTURE COMMISSION MEETINGS
Commissioner Marshall asked that the CIT Awards be recreated at a Commission Meeting so that it can be televised.
Commissioner Mazzucco then asked the Commissioners to introduce themselves.
CAPTAIN WILLIAM GRIFFIN, COMMANDING OFFICER OF MISSION STATION, TO ADDRESS THE COMMISSION ON POLICE ACTIVITIES IN THE MISSION DISTRICT
Captain Griffin addressed the Commission on police activities in the Mission District and talked about the demographics of the district and the Mission Police Station.
Commissioner Mazzucco acknowledged Commander Perea and thanked and commended the members of the Mission Police Station.
Rita Lark, North Beach Place residence, spoke of concerns in North Beach Place and spoke of a gas leak and asked that someone investigate and that something has to be done.
Ms. Paulette Brown spoke of her son Aubrey Abrakasa and how Mother’s Day just passed and spoke of the significance of the number 14 to her as her son was murdered on the 14th. She talked about a venue to post the posters in a permanent place. She asked that posters be posted on buses, DMV, and schools. She asked for help to bring closure to her son’s case.
Motion by Commissioner Melara, second by Commissioner Marshall. Approved 4-0.
Thereafter, the meeting was adjourned at 7:23 p.m.
