Police Commission - June 8, 2016 - Minutes
The Police Commission of the City and County of San Francisco met in the Ingleside District, SF City College, Smith Hall Cafeteria, 50 Phelan Avenue, San Francisco, at 6:05 p.m.
PRESENT: Commissioners Loftus, Marshall, Mazzucco, DeJesus, Hwang
ABSENT: Commissioners Turman, Melara
Commissioner Loftus welcomed the audience to the special meeting of the Police Commission in regards to the Use of Force draft policy. Commissioner Loftus asked the Commissioner to introduce themselves.
PRESENTATION OF DEPARTMENT GENERAL ORDER 5.01, USE OF FORCE, DRAFT POLICY – VERSIONS 1 AND 2
Deputy Chief Tom introduced Captain Jack Hart who presented the Use of Force presentation.
Ms. Paulette Brown spoke in regards to her son’s homicide and how his case is not solved. She stated that she heard that his case is being looked at again. She stated that it will be 10 years since her son’s murder. She asked
Unidentified asked about minimal and reasonable force. He stated that without a proper de-escalation of force, he stated that there would be more violence. He also recommended not having police response to mentally ill individuals. He also stated that cops should not shoot at someone running away.
Daryl Rodgers he’s still wondering if the use of force policy is changed there still is no consequences for officers when something goes wrong. He asked that words be changed and add consequences added if the officers fail to use reasonable or minimal force. Put some kind of meat behind every statement in the policy.
Selinda is present on behalf of her son and stated that the problem is with the background investigators and why her son cannot get a chance. She stated that her son has never been in trouble.
Jim Smith stated that fair minded citizens cannot take the commission seriously until all the cops involved in the officer-involved shootings be brought to justice. He stated that racist behaviors should end.
Kevin Benedicto, Blue Ribbon Panel, spoke of an open letter to the Commission in a few days. He also spoke of redlined version to be given to the commission. The Blue Ribbon Panel prefers version two because the mandatory language is closer to the community standard and that version two has a stronger commitment to de-escalation and proportionality and that the immediate threat defined in version two is more appropriate to the community standard. He went on to suggest a comment in the policy section reflecting a commitment to unbiased policing.
Unidentified addressed the audience and not the commission and stated that role of the police is to terrorize the community.
Unidentified wants to talk about how the Commission is accountable.
Unidentified spoke of the Commission not caring.

Commissioner Loftus asked for order.
(The Commission recessed at 6:45 p.m. and reconvened at 6:55 p.m.)
Motion by Commissioner Mazzucco, second by Commissioner Marshall. Approved 5-0.
