-              Report on recent Police Department activities, including major events and weekly crime trends, and announcements to include updates on: 1) Staffing (current staffing levels and overtime)

-              Presentation of the 2017 4th Quarter Firearm Discharge Review Board and Recommendations and Status of Officer-Involved Shooting Investigations

                -              Chapter 96 – Status Update on Data Analysis Agreement

b.            DPA Director’s Report

-              Director to report on recent DPA activities and announcements

d.            Commission announcements and scheduling of items identified for consideration at future Commission meetings (ACTION)

2.            Discussion and possible action to approve draft revised Department General Order 10.11, “Body Worn Cameras,” for purposes of engaging in the meet-and-confer process with the Police Officers Association (DISCUSSION & POSSIBLE ACTION)

3.            General Public Comment

                (The public is now welcome to address the Commission regarding items that do not appear on tonight’s agenda but that are within the subject matter jurisdiction of the Commission.  Speakers shall address their remarks to the Commission as a whole and not to individual Commissioners or Department or OCC personnel.  Under Police Commission Rules of Order, during public comment, neither Police or OCC personnel, nor Commissioners are required to respond to questions presented by the public but, may provide a brief response.  Individual Commissioners and Police and OCC personnel should refrain, however, from entering into any debates or discussion with speakers during public comment.)

4.            Public comment on all matters pertaining to Item 6 below, Closed Session, including public comment on vote whether to hold Item 6 in closed session.

5.            Vote on whether to hold Item 6 in Closed Session, including vote on whether to assert the attorney-client privilege with regard to Item 6(b) & (c) (San Francisco Administrative Code Section 67.10) (ACTION)

The Police Commission may submit to the Mayor one or more qualified applicants for the appointment of the permanent Executive Director, Department of Police Accountability (DISCUSSION & POSSIBLE ACTION)

b.            CONFERENCE WITH LEGAL COUNSEL- Existing Litigation.  Pursuant to Government Code Section 54956.9(d)(1) and San Francisco Administrative Code Section 67.10(d)(1): 

                Lynette White v. Blake Cunningham et. al., San Francisco Superior Court, Case No. CGC-16-550136, filed January 29, 2016 (ACTION)

c.             CONFERENCE WITH LEGAL COUNSEL- Existing Litigation.  Pursuant to Government Code Section 54956.9(d)(1) and San Francisco Administrative Code Section 67.10(d)(1):

d.            PUBLIC EMPLOYEE PERFORMANCE EVALUATION:  Chief of Police

                Pursuant to Government Code Section 54957(b)(1) and San Francisco Administrative Code Section 67.10(b) and Penal Code Section 832.7:

                Review of findings and Chief’s decision to return or not return officers to duty following officer-involved shooting (OIS 17-007) (DISCUSSION)

e.            PERSONNEL EXCEPTION:  Pursuant to Government Code Section 54957(b)(1) and San Francisco Administrative Code Section 67.10(b) and Penal Code Section 832.7:    Assignment of disciplinary charges filed in Case No. ALW IAD 2017-0099 to an individual Commissioner for the taking of evidence on a date to be determined by the Commissioner (ACTION)

f.             PERSONNEL EXCEPTION:  Pursuant to Government Code Section 54957(b)(1) and San Francisco Administrative Code Section 67.10(b) and Penal Code Section 832.7:    Assignment of disciplinary charges filed in Case No. ALW IAD 2017-00332 to an individual Commissioner for the taking of evidence on a date to be determined by the Commissioner (ACTION)

g.            PERSONNEL EXCEPTION:  Pursuant to Government Code Section 54957(b)(1) and San Francisco Administrative Code Section 67.10(b) and Penal Code Section 832.7:       Hearing to sustain or not sustain disciplinary charges filed in Case No. IAD 2014-0089, discussion and action to decide penalty, if necessary, or take other action, if necessary (ACTION)
