3.            General Public Comment

(The public is now welcome to address the Commission regarding items that do not appear on tonight’s agenda but that are within the subject matter jurisdiction of the Commission.  Speakers shall address their remarks to the Commission as a whole and not to individual Commissioners or Department or DPA personnel.  Under Police Commission Rules of Order, during public comment, neither Police or DPA personnel, nor Commissioners are required to respond to questions presented by the public but, may provide a brief response.  Individual Commissioners and Police and DPA personnel should refrain, however, from entering into any debates or discussion with speakers during public comment.)

4.            Discussion and possible action to recommend that the Board of Supervisors, through the Budget and Finance Committee, approve a budget modification to add unanticipated revenue and overtime expenses to support new police services to the Transbay Joint Powers Authority (DISCUSSION & POSSIBLE ACTION)

5.            Discussion and possible action to recommend that the Board of Supervisors, through the Budget and Finance Committee, approve a budget modification reallocating Department savings to fund anticipated overtime in excess of the adopted budget at the Airport Bureau (DISCUSSION & POSSIBLE ACTION)

6.            Presentation by the Department and the Coalition on Homelessness on the status of responding to calls for service involving individuals with mental health issues               

7.            Public comment on all matters pertaining to Item 9 below, Closed Session, including public comment on vote whether to hold Item 9 in closed session.

8.            Vote on whether to hold Item 9 in Closed Session (San Francisco Administrative Code Section 67.10) (ACTION)

a.            CONFERENCE WITH NEGOTIATOR-LABOR NEGOTIATION.  Pursuant to Government Code Section 54957.6 and San Francisco Administrative Code Section 67.10(e):

b.            PUBLIC EMPLOYEE APPOINTMENT:  Pursuant to San Francisco Charter Section 4.104(5):

               The Police Commission may submit to the Mayor at least three qualified applicants for the appointment of the permanent Executive Director, Department of Police Accountability (DISCUSSION)

c.             PERSONNEL EXCEPTION:  Pursuant to Government Code Section 54957(b)(1) and San Francisco Administrative Code Section 67.10(b) and Penal Code Section 832.7:

                Hearing on the Motion to Vacate Discipline and Dismiss Charges filed in regards to the Appeal of the Chief’s Suspension in Case No. OCC 0167-15, or take other action, if necessary (ACTION)

d.            PERSONNEL EXCEPTION:   Pursuant to Government Code Section 54957(b)(1) and San Francisco Administrative Code Section 67.10(b) and Penal Code Section 832.7:

                Status and calendaring of pending disciplinary cases (ACTION)
