Notes from January 21, 2016 Community Input Meeting

Recommendations for 5.01, Use of Force and 5.02, Use of Firearms:

De-escalate:
• Other solutions instead if force
• Alternative to shoot to kill
• Conversation (talk down)
• Advice and persuasion should be emphasized
• Figuring ways to talk
• Use force only when needed

Use other Resources when possible to assist with suspects:
• Use community to de-escalate
• Independent specialist from Edgewood or other organizations that are familiar with de-escalation
• Third party community member to help de-escalate

Use CIT trained officers:
• CIT officers not in uniform

Sanctity of all life:
• People with mental health issues handled with care
• Treat people with mental health issues with dignity & respect
• Be respectful in ways consistent with goal of upholding sanctity of life
• Officers should keep in mind to protect lives, not end them
• Officers are not respectful
• Focus needs not only to be on the officer safety

Force Options:
• Have a variety of options for officer to use instead of deadly force
• Consider if the person/people are a low threat to the officer and only a threat to themselves
• Add shields and body armor to force options
• Officer should use Tasers instead of guns
• Use shields and martial arts (defensive tactics)
• Officers should not have guns
• Officer should not put themselves in imminent danger

Reporting Requirements:
• Make drawing a firearm a reportable use of force

Include a Definition Section:
• Define reasonable cause
• Define force

Recommendations for Training/Hiring/Other policies

Training components:

• Mental Health
• Educate officers on recognizing symptoms of mental health

• Academy Training/FTO
• Exposure to civil rights non-violence style
• Educate officers on options other than deadly force
• Train officer and public that police cannot do everything – they can only handle certain issues
• Train officer to use other agencies: paramedics, ambulance, dv advocates
• Training should be altered to teach officer to better use force
• Training should include de-escalation
• Training should include thinking about more reasonable options
• Train that the community is the key
• Hands on training in the community
• Training needs to break cultural barriers
• Train officer on how to keep integrity
• Teach “moral force” – what is the right thing to do. Use force only
• More cultural competency training in the Academy
• FTOs have to be cultural competent about the community and must not have long list of complaints

• Firearms Training
• Procedures that interrupt the reflexes to draw a firearm

• CIT Training
• Increase the number of hours of CIT training
• Distribute CIT trained officers by station/neighborhoods

Barriers to success
• Gun violence
• Poverty
• Health issues
• Fear
• Isolation

Recruitment/Hiring Process:
• Inner-city recruitment
• Certain qualities need to be met
• Expand assessment of police officers mental health
• More extensive backgrounds
• Background process needs to change
• Have a community board in the hiring process

Oversight Committee:
• Accountability – there has be to consequences when officers do wrong; there should be no “grace period” between the time of the incident and the consequences
• Accountability has to be for the “higher ups” and not just the officers
• Independent citizens to assist in defining accountability and reasonable cause (does not received funding from the city or appointed by the mayor)
• Committee comes up with suggestions to Commission after case review

Other Ideas:
• Abolish the Police and Prisons – community autonomy
• Study law enforcement from abroad
• Officer should be more engaged with the community
• Use of Force is a systemic problem
• Expand assessment of police officers mental health
• Cameras inside and outside the jails
• Community has to be part of the solution
• Use models that have worked in the past
• The officer need to be more familiar with the Community
• Recognize that laws were made during slavery days that did not recognize African as humans
