San Francisco Police have arrested the suspect in a travel agency fraud series that targeted predominately Chinese clients. Taken into custody on an arrest warrant at her San Francisco residence on Saturday, October 18, was Xiao Yuan Cai, 53. Cai, the proprietor of Golden Hill Travel Agency in Chinatown, accepted money from numerous clients for travel tickets that were never delivered.
Cai remains in custody on multiple charges of grand theft.
The Police Department encourages anyone who may have been a recent victim of this fraud to make a police report at any police district station for follow-up by a Fraud inspector.
